FNA proposes DT call-by-call obligation

German telecoms regulator, the Federal Network Agency (FNA) has proposed a regulation to force incumbent telecoms operator Deutsche Telekom (DT) to continue offering call-by-call and pre-selection services, which are provided via its fixed network, including its VDSL network. The proposal also includes the obligation for the incumbent to offer wholesale line rental services, which are currently unregulated. However, it also includes the proposal that DT will no longer be required to send its fixed line fee alterations to the regulator two months before the change is due. The FNA’s decision follows its bi-annual fixed telephony line market analysis, which revealed that call-by-call and pre-selection services constituted 33% of fixed line offerings from competitors of DT in 2008.
