D-block auction

The Federal Communications Commission (FCC) has voted to proceed with plans to auction 700MHz D-block spectrum. The FCC will offer one block of spectrum for a national network and two blocks for regional networks. The license winners must ensure 40% regional coverage within four years of the license being awarded, 75% coverage after 10 years and over 90% after 15 years. The minimum bid for the spectrum will be USD750 million, considerably less than the USD1.3 billion required in the initial 700MHz auction earlier this year.
