Evamaria Uribe Tobon, the head of Colombia’s public services regulator Superservicios, has presented a proposal to divide Cali’s utility Emcali into three standalone companies, responsible for electricity, telecoms and water. The initiative aims to attract strategic partners to inject needed resources of COP1.4 trillion (USD845 million) over the next ten years, the regulator said in a statement. Only the new power and telecoms arms would receive new capital, while the water unit would remain 100% under municipal hands.
