ComReg rules 3 dominant in mobile voice call termination market

Ireland’s telecoms regulator ComReg has ruled that the country’s sole 3G-only operator Hutchison 3G Ireland (3) is dominant in the market for mobile voice call termination on its own network (ie the network to which a customer who receives a call is directly connected). The regulator has decided that the cellco is dominant in this market due to ‘the high and non-transitory barriers to entry and a lack of sufficient countervailing buyer power’ and has imposed obligations on 3 in the areas of transparency,, non-discrimination and price control under the terms of the EU telecoms regulatory framework.
