FNA rules on local loop access contract

German telecoms regulator the Federal Network Agency (FNA) has published its ruling on the standard contract for access to the local loop drawn up by incumbent Deutsche Telekom (DT). FNA is happy that the contract as a whole meets the legal requirements of the Telecoms Act, and that competitors can now gain access to the local loop without the need for lengthy negotiations. Financial penalties have been introduced into the contract, creating incentives for competitors to be more exact in their planning, and for DT to provide the volumes ordered to schedule. Mathias Kurt, head of FNA, said that the incumbent must make the same effort to serve local loop users as it does serving its retail customers.
