Vimpelcom spending spree to continue with SMARTS?

Russia’s second largest cellco by subscribers Vimpelcom has offered to buy Greater Volga inter-regional mobile network operator SMARTS for between USD500 million and USD550 million, two local telecoms industry sources told Interfax. Last week Vimpelcom placed an offer to buy alternative telco Golden Telecom for USD4.2 billion. According to TeleGeography’s GlobalComms database, Samara-based SMARTS is 95.5% owned by Russian citizens, with the bulk of this connected to company executives Gennady Kiryushin and Boris Skvorzov.
