The US Federal Communications Commission (FCC) is recommending a new cap on the size of the Universal Service Fund (USF) which provides resources for the provision of telecoms services in rural areas. The Wall Street Journal reports that the FCC is acting on the advice of a joint federal-state advisory board which says the USF should be capped at approximately USD4.5 billion and that separate USF accounts be set up to cover cellular and broadband services.
