None to be excluded in 3G grab

The Indian Express newspaper is reporting that the Department of Telecommunications (DoT) has decided to allow overseas wireless companies to bid for forthcoming 3G concessions, essentially making the licences new authorisations rather than extensions of existing 2G licences. Under the proposed new rules, any company, be it local or foreign, would be allowed to participate in the tender. The newspaper quotes DoT secretary, D S Mathur, as saying that his department had finalised the 3G and broadband wireless access policy, which now needs the approval of the communications and IT minister. Mathur said the DoT is looking at two options to allocate 3G spectrum: auction, as recommended by Telecom Regulatory Authority of India (TRAI), or allotment, as was chosen for 2G operators.
