Postponed tenders for dozens of regional GSM licences in Russia will recommence in October, CNews reports. The permits will be offered under a new set of auction rules following a controversy which has seen the country’s second largest cellco, Vimpelcom, launch legal action against the communications ministry. Vimpelcom said the bidding rules in the first phase of the auction were unfair and were biased towards new entrants; start-up operator Summa Telecom won twelve of the 15 available licences. The remaining tenders were delayed until the Ministry could examine the auction conditions. The new bidding rules will not favour new entrants, according to the government.
