Viettel’s mobile service charges to be controlled

Vietnam’s Ministry of Post and Telematics (MPT) has deemed military-run cellco Viettel to hold significant market power (SMP). Under the country’s telecoms law, its tariffs will now be controlled by the Ministry. Viettel joins MobiFone and Vinaphone, both owned by incumbent telco VNPT, in the SMP club of Vietnam’s cellular market. SMP designation is given to firms with at least 30% of the market. In the broadband market, Viettel, VNPT and the Corporation for Financially Promoting Technology (FPT) are deemed to hold SMP. VNPT is the only firm that holds SMP in the local and international fixed telephony and dial-up internet segments. Unlike other firms, VNPT is permitted to set the charges for these services, but must report them to the MPT.
