Vietnam’s Ministry of Post and Telematics (MPT) has said that because of the current broadband limit, permits to offer 3G and WiMAX services will be granted via a beauty contest. Businesses will be invited to register for the permits, although the Ministry has not yet set a timetable. The MPT will publish grading criteria such as implementation time, coverage areas and technology standards once its proposals have been approved by government. It is thought that six networks will apply for 3G permits, with the two state-owned cellcos Vinaphone and Mobifone confident about launching services this year. Experimental WiMAX permits have already been issued to the state-owned entities Vietnam Post and Telecommunications (VNPT) and Viettel, and private concerns Vietnam Multimedia Corporation (VTC) and FPT Telecom. Although demand for 3G services is not high in Vietnam, a state spokesman has said that both state cellcos wish to drive technology forward and satisfy all their customers.
