Forum issues 3G wishlist

A forum on 3G development held in Lagos has called on the Nigerian Communications Commission (NCC) to adopt an ‘administrative process’ for issuing 3G licences. The participants all agreed that an auction of 3G spectrum would lead to unnecessary costs for all involved, and that any licensing fee should be a token one to cover administrative costs only. A communiqué issued by the forum also urged the NCC to develop a policy for ensuring the 3G spectrum is free of interference before issuing licences, and also recommended that foreign contractors be used to develop local capacity, particularly in the training of Nigerians and the establishment of research and manufacturing facilities in Nigeria. The country is home to a number of GSM and CDMA operators, of which only Celtel Nigeria has demonstrated 3G services at a showpiece trial of the technology in the capital Abuja last month.
