Minsvyaz examining MVNO market

Russia’s Ministry of IT and Communications (Minsvyaz) is examining ways of increasing the presence of mobile virtual network operators (MVNOs) in the country’s cellular market. Prime Tass, citing local newspaper Kommersant, reports that Minsvyaz has sought input from the top three cellcos, MTS, Vimpelcom and MegaFon, with its findings to be published in the first half of next year. MVNOs are permitted under current legislation, but the few firms who do resell mobile services – including Corbina Telecom, Central Telegraph, Matrix Mobile and MegaTel – have failed to make a big impression.
