Iusacell and Movistar in talks to swap spectrum, papers say

Mexican mobile operators Iusacell and Telefónica Móviles México (Movistar) are in talks to swap unused wireless frequencies, according to BNamericas quoting local daily El Norte. A spectrum swap would allow both operators to expand their services into currently uncovered areas. Competition watchdog, the Comisión Federal de Competencia (CFC), has called for spectrum swaps to be made easier as a means to promote competition; at present the law forbids concession holders from selling their spectrum within three years of initial receipt.
