Russia’s IT and Telecoms Ministry is to launch an investigation into whether the country’s largest cellular operator is still charging for some incoming calls, despite the calling party pays (CPP) system having been introduced at the start of July. Prime Tass says that officials will study tariff plans at MTS and will concentrate on the plans with so-called ‘direct’ numbers, which allow calls to be made without using the normal three-digit regional prefix.
