Vimpelcom case begins

Vimpelcom’s lawsuit against the Russian government’s communications ministry is set to begin on Tuesday. The country’s second largest cellular operator has filed a case against the State Radio Frequency Commission and the IT and Telecommunications Ministry following its failed application last year for wireless spectrum in the Far Eastern Federal District. The cellco’s main rivals, MTS and MegaFon, both have licences to operate in all 13 of the District’s regions, while Vimpelcom has concessions covering just four regions.
