Ministry opposes bill

The Russian IT and Telecommunications Ministry has said it does not agree with the government’s proposals of introducing tariff regulation for the main players in the mobile sector. A draft bill is proposing that the country’s big three cellcos – MTS, Vimpelcom and MegaFon – should be defined as having considerable market power. As such the cellcos would be subject to stricter control, including having their tariffs set by the regulator. According to Prime Tass, however, the Ministry says the issue needs more investigation before new legislation is produced. Currently only fixed line operators with over 25% market share are subject to the controls.
