Russian cellco MegaFon says it plans to launch fixed line long-distance services in the Northwest Federal District to comply with legislation which says mobile users can only be offered so-called ‘direct’ numbers if done so in tandem by a cellular and a wireline operator. Direct numbers consist of seven digits while the normal ‘federal’ numbers have ten digits.
