Golden refused GSM-900 frequencies in three regions

Ukraine’s National Commission for Communications Regulation (NCCR) will not provide mobile licences for GSM-900MHz frequencies in three regions to Russian-owned Golden Telecom, according to a statement yesterday. The regulator said it had decided to stop allocating GSM-900 and GSM-1800 concessions across the country due to a lack of uncongested frequencies. Golden Telecom applied on 18 April for licences in the Dnipropetrovsk, Lviv and Kharkiv regions, where it does not currently have a GSM concession. Currently, all five Ukrainian GSM operators hold GSM-1800 licences while 900MHz licences have only been issued to Kyivstar, UMC, Astelit and Ukrainian Radio Systems.
