Israel’s Ministry of Communications yesterday unexpectedly postponed the granting of a fixed line licence to mobile operator Cellcom, according to local newspaper Globes. Cellcom was to have received the special general licence for the provision of domestic telecoms services (without a universal service obligation), but with just hours to go officials announced that the handover would be postponed for several days to enable the Ministry to finalise the technical details of the concessions.
