The Pakistan government has agreed to help Azerbaijan liberalise its telecoms sector, providing it with technical input and expertise to help it with policymaking and regulation. Although many of the world’s leading telcos are present in Azerbaijan, mainly through joint venture initiatives with the MCIT, the fixed line market remains under the control of the state-backed venture AzTelecom. The state also has interests in over 100 other companies operating in the industry and the private sector is represented by just a handful of enterprises. AzTelecom’s principal rival from this crop is AzEuroTel, a 50/50 joint venture between LUKoil Europe and the MCIT, which operates mainly in the capital city of Baku. The country has not revealed any planned dates for liberalization.
