Hutch to appeal licence denial

The Argentine arm of Hong Kong-based Hutchison Telecommunications has announced plans to appeal a decision made by the regulator SeCom last week to refuse to grant it a licence to offer mobile services in the country. The company has 15 working days to appeal the ruling directly with the regulator, but is also thought to be considering an appeal through the justice system. Hutch was awarded frequencies to provide fixed wireless local telephony in Buenos Aries in 1999, and in July 2004 it requested 905MHz-915MHz and 950MHz-960MHz spectrum to provide mobile services; this was denied last week.
