Panama’s telecoms regulator Ente Regulador de los Servicios Publicos (ERSP) has received four applications for ‘type B’ provisional fixed line operating licences, according to BNamericas. Rodelbros, Administración de Personal Superior, Ebclosion Panamá and Technology Development Communication have all applied for a type B permit, which entitles the holder to set up and operate a fixed line service for two years, after which point the ERSP will decide whether to grant the company a 20-year renewable full operating licence. If the permit is transferred into a full concession the licensee is required to pay 1% of gross income to the state. In a bid to promote competition the ERSP does not place a limit on the distribution of type B permits. Mobile services are handled under type A permits, which are granted via public tender and strictly rationed.
