Philippine Long Distance Telephone ( PLDT) says it has revised access charges levied on its cellular arm Smart Communications and has agreed to apply the same rate to rival carriers. The head of PLDT’s regulatory and telecom industry relations office, Alfred Carera, told reporters that the telco will collect PHP3.50/minute from Smart for using its fixed line network and will pay the mobile operator the same amount for access to its cellular network. Under Filipino law, PLDT must now offer the same rate to other carriers. Prior to the price change, the incumbent charged cellular operators PHP3/minute for access to the PSTN and paid PHP4/minute to access cellcos’ networks. Fixed line operators paid an access charge of PHP2/minute.
