Conatel in the dock over universal service funds

Paraguay’s telecoms regulator Conatel is being investigated over alleged irregularities concerning the award of USD10 million in subsidies under its universal access programme (USP), according to BNamericas, quoting local newspaper ABC. Conatel is accused of making the payments to a number of different companies that did not meet the initial requirements of the USP and did not fulfil the terms of their contracts. A court investigation is focusing on the regulator’s technical committee, which approves all such payments. The case is ongoing.
