Brazilian telecoms regulator Anatel and the Ministry of Communications have reached an agreement on a ‘social telephony’ service for low income families. The new service will have a basic subscription fee of no more than BRL13.9 (USD6.36) per month and an allowance of 120 inclusive minutes. Excess minutes will be charged at BRL0.22 per minute. The service will initially be made available in cities with populations in excess of 500,000, but will eventually be extended to cover all towns with over 300 inhabitants.
