Belgacom to provide wholesale broadband; Telenet not obliged to follow

Belgian incumbent fixed line operator Belgacom is to offer wholesale ADSL services in the first half of 2006 after being told to open up its broadband infrastructure to rivals by the country’s regulator. The Belgian Institute for Post and Telecommunications (BIPT) gave its decision after analysing the broadband and cable markets as part of a plan to increase competition in the sector. The BIPT decided not to force the country’s cable operators, including market leader Telenet, to open their networks to third party broadband providers.
