Howard refuses to comment on rural services

Australian prime minister John Howard has said that he cannot guarantee that rural telecoms services would improve after the privatisation of Telstra. The improvement of rural services was one of the conditions set by Barnaby Joyce, a senator of the National Party whose vote is needed for the sale to go ahead. Joyce has been opposed to the sale since it was first announced; he has still not said whether or not he will back it.
