Anatel looks to eliminate pulses

Brazilian regulator Anatel is currently looking to promote cheaper fixed line telephony rates, and eliminate billing for pulses (a pulse being a period of time of up to four minutes which cannot be split even if the call does not last that long). As it stands, customers pay around BRL40 (USD17) a month for a basic subscription which includes 100 pulses for local calls, and have complained because they are often on the phone for a shorter length of time than the pulses. If the plan is adopted, the new pricing will come in to effect on 1 January 2006.
