Local newspaper claims 20% of all Copaco lines are idle

Paraguay’s state owned fixed line incumbent Copaco has been criticised by local newspaper ABC for over estimating its lines in service when close to 60,000 lines – equal to 20% of its reported total – are available but lying idle. Previous reports indicate that the telco has around 300,000 lines in service, giving Paraguay one of the lowest teledensities in the LatAm region at 5.3%, but if ABC’s claims are true that figure would be nearer 4.2%.
