State-owned mobile operator BeST has signed a memorandum of understanding (MoU) with Siemens Communications for the delivery of the WiMax communications solution. In addition to the network infrastructure, Siemens will deliver equipment capable of recording and transmitting measurement data. The government hopes to use the WiMax network for providing customers with a central billing system for electricity, gas and water. The service is scheduled to go live at the end of 2005.
