Brazilian regulator Anatel has said that the country’s mobile market needs a USD1.5 billion investment in order to bring services to the 2,500 cities that still lack coverage. Anatel said that the investment could be made via public partnerships (PPPs), with part of the funds coming from the country’s universal access fund Fust, and the remainder from state governments.
