More confusion over TRAI’s 3G recommendations

India’s Department of Telecoms (DoT) has sent a letter to the Prime Minister’s office claiming that regulator the Telecom Authority of India (TRAI) exceeded its brief when publishing its recommendations on the allocation of 3G spectrum. The letter states that the DoT did not ask the TRAI to make any judgement on 3G issues when it sought views on wireless spectrum allocation and pricing. The TRAI recommended that mobile operators be awarded 3G spectrum without an entry fee, whereas the DoT has expressed the view that a fee should be charged in order for the government to earn extra revenues.
