State-run fixed line operator Copaco has shelved the planned launch of its new GSM network from August until November 2005, according to BNamericas. The telco is slated to present its proposals for a national mobile telephony project in September and is poised to launch a new tender for the supply of handsets. It hopes to sign up more than 140,000 users and is launching with a network of 140 base stations, and investing around USD12 million – plus USD4 million on a complementary data network project. Copaco is hoping to become the fifth player in the Paraguayan mobile market.
