The French regulator ART has given Bouygues Telecom until 30 April 2007 to reach an initial coverage target of 20% of the population for UMTS services. In March 2004 the watchdog set targets for rivals Orange and SFR, giving them until end-2005 to achieve coverage of 58% of the population for their 3G networks.
