Afghanistan’s Ministry of Communications announced on Saturday plans to award two new mobile licences, the first to be offered in the country since the second GSM operator, Roshan, was given a concession in 2003. Operators must submit bids by 16 July 2005, with the winners to be announced on 22 August. According to the Ministry, successful bidders will be permitted to commence GSM network services on 10 January 2006.
