China’s Ministry of Culture has awarded the country’s largest fixed line operator, China Telecom, a licence to launch a chain of internet cafés. China Telecom plans to offer public internet access from shops in 26 regions, with stores operating under franchise agreements. The government estimates there are currently around 100,000 internet cafés in China and it has begun issuing licences in an effort to bring more regulation to the sector.
