The number of Russians owning a mobile phone leapt by a record 8.3 million to 74.42 million in December, according to statistics published by Russian consultancy firm J’son & Partners. Penetration in the country’s richest market area, Moscow Licensed Area (MLA), reached 99.8% at the end of the year, with the overall cellular penetration rate standing at over 51.6%. The December surge was attributed to aggressive marketing in the Christmas and New Year period.
