The Independent Communications Authority of South Africa (ICASA) has called for comments on the sweeping changes that will deregulate the country’s voice and data communications markets next year. The new regulations will allow alternative operators to roll out their own infrastructure, rather than forcing them to lease facilities from incumbent Telkom SA. ICASA has published a questionnaire on its website (www.icasa.org.sa) to canvass opinion. The regulator is particularly keen to receive views on consumer protection, pricing, universal service, competition, bandwidth management and the efficient use of infrastructure. Public submissions should reach ICASA by Monday, before the colloquium on 20/21 October.
