Dutch telco Scarlet Telecom is to soft-launch a new mobile service in November, initially targeting existing users. According to Telecom Paper, the company will offer a SIM-only post-paid service charged at EUR2.50 per month, with low-cost flat-rate call charges. Scarlet claims subscribers will benefit from the simplicity of its charging structure and billing system, with one bill for both fixed and mobile usage. The MVNO operator leases capacity on the network of Orange in the Netherlands and targets the consumer and SoHo market. In early 2005 it plans to market the mobile service as part of a three-in-one bundle, together with its fixed VoDSL service and internet ADSL offerings.
