SNO licence awarded, but not issued

The South African government has awarded the country’s long-awaited second national operator (SNO) to an alliance comprising Nexus Connexion, Transtel, Esitel, CommuniTel (a subsidiary of WIP Investments) and Two Consortium. The concession was awarded by Communications Minister Ivy Matsepe-Cassaburri, although will not be issued by the regulator ICASA until it has ratified the shareholding structure of the new operator and agreed with its business plan going forwards. The regulator must also wait for the outcome of a legal case brought against the Ministry by one of the (ultimately unsuccessful) original bidders, Optis Telecommunications, which wants the concession withdrawn altogether until a judicial review into the process has been completed.
