State passes issue of fourth mobile phone network to regulator

Zambia’s Minister for Communications Bates Namuyamba says the issue of whether a fourth cellular operator is licensed now lies in the hands of the sate regulator, the Communications Authority (CA). Speaking to the local press at the weekend, Mr Namuyamba said he had issued a Statutory Instrument a month ago to pave the way for another operator, in the process retrieving six frequencies from Zamtel Celtel and Telecel to make a launch possible. The three incumbents had exhausted 24 of the 25 available frequency allocations, making it impossible for a newcomer to enter the fray.
