Voxtel voices concern over GSM licence award

Moldovan mobile operator Voxtel has said it is ‘very concerned’ at the government’s decision to award the country’s third cellular concession to new fixed line licensee InterDnestrCom for just USD1 million. Although it claims that it will not ‘officially oppose’ the award, Voxtel has queried the licensing process used by the national regulatory body, the ANRTI. After announcing on 5 July 2004 that it was going to select the new licensee in a ‘transparent and open’ way, the regulator then proceeded to award the licence to InterDnestrCom without undertaking an auction involving other interested parties.
