Ecuadorian state-run telco Pacifictel has set a budget of USD332 million for 2004, planning to install 117,000 new lines by the end of the year. The telco is currently in the middle of a dispute with the regulator over the interconnection prices it charges; it announced earlier in the week that the fee had been set at USD0.10 a minute.
