Trade deal could end Rostelecom monopoly by 2007

Rostelecom could lose its exclusivity over the provision of long-distance and international calls in Russia by 2007, under the terms of a trade deal signed by state officials and European Union negotiators last Friday. According to the Prime-Tass news agency, Russia’s Trade Minister German Graf is reported to have said that ‘the monopoly in this country is going to give way to a European-accepted mechanism of cross subsidisation of the local operators at the expense of the more profitable long-distance operators’.
