VNPT scandal rocks telecoms market

24 May 2004

Vietnam’s telecoms sector has fallen into a state of decline over the past few months, thanks to a corruption scandal at the country’s biggest telco Vietnam Posts and Telecommunications Corp (VNPT). Investigations have revealed that the company was guilty of violations in the awarding of contracts, favouring certain suppliers over others. Also outlined was the renegotiation of a contract between VNPT subsidiary, Vietnam Mobile Telecommunications Service Co (VMS) and its Swedish partner Comvik International Vietnam, a subsidiary of Millicom International Cellular, signed by VNPT telecoms minister Do Trung Ta, which allegedly robbed state coffers of over VND47 million. Ta has defended himself, saying that he did not deliberately commit fraud, but speculation has emerged that he will be axed. Investment in Vietnam’s telecoms sector has been put on hold as a result of the revelations, with VNPT’s mobile subsidiaries struggling to keep their networks operational as a result.
