PCCW to sue regulator over local loop charges

PCCW, Hong Kong’s dominant provider of integrated communications, has launched a lawsuit against the country’s telecoms regulator over its decision to phase out PCCW’s charges for access to the local loop. The Office of the Telecommunications Authority (OFTA) announced that it would be removing PCCW’s right to charge international direct dialing (IDD) providers following its study into the IDD market. PCCW is claiming that the changes are unfairly focusing on it alone on the premise that it has a dominant position in the market, despite OFTA not providing any ‘reasoned finding’ to back up that assumption.
