US-based IP access networking and services provider UTStarcom has signed a USD40 million expansion contract with China Telecom Corporation to roll out its IP-based personal access system (PAS) in Jiangsu Province. The province is currently home to nearly four million limited mobility PAS users, making it the second largest telecom market in China after Guangdong. Over 60% of all new fixed line users in the province are PAS customers and their ARPU is markedly higher than their traditional landline counterparts. Under the network expansion, iPAS services will be expanded in seven cities in Jiangsu and UTStarcom will install the core network in two more. In addition, the American company plans to deploy a VAS platform covering the entire Chinese network.
