Anatel may delay SCD licensing

Pedro Ziller, president of Brazilian telecoms regulator Anatel, has said that the state may cancel its plans to issue Digital Communication Services (SCD) licenses from 2009, depending upon the success of the incumbents’ unbundling of local telephony networks. The SCD licenses were to be issued to private operators to provide high speed internet connections to schools, hospitals and other public institutions, but without a fully unbundled local loop the cost of providing such services may be deemed too high for the licensee.
