State pushes for second wireless operator

The Namibian government has introduced new legislation in a bid to accelerate the process of awarding the country’s second mobile licence, almost four years after the concession was first authorised. Sole cellco Mobile Telecommunications Ltd has enjoyed its monopoly beyond the five year exclusivity period it was originally granted and according to the government’s Telecommunications and Regulatory Framework of 1999, the telecoms market should be open to competition by the end of this year. Three weeks ago the Namibian Communications Commission (NCC) said that it not yet received any bids for the second licence, though it now says that 22 tender documents had been sold for the concession so far.
